A woman has had a baby three weeks ago and her husband has just given her two talaqs out of anger (said “i divorce you 2 times in one go). What is the ruling in this regard?

According to the vast majority of scholars of the four schools of thought, the divorce of an angry person is effected.
Abu Hurairah (may Allah be pleased with him) narrated that:
The Messenger of Allah ﷺ said:
“There are three things which, whether undertaken seriously or in jest, are treated as serious: Marriage, divorce and taking back a wife (after a revocable divorce).” (Abu Dawud:2194, Tirmidhi:1184)
With regard to the question, if the husband said to his wife: ‘I divorce you, two times” then two revocable divorces will come into effect. The husband may take his wife back as long as he does so within the waiting period (idda) of the woman. If the waiting period is over, they may still get back together but they will need to do the marriage again.
عَنْ أَبِي هُرَيْرَةَ، قَالَ قَالَ رَسُولُ اللَّهِ صلى الله عليه وسلم “ثَلاَثٌ جِدُّهُنَّ جِدٌّ وَهَزْلُهُنَّ جِدٌّ، النِّكَاحُ وَالطَّلاَقُ وَالرَّجْعَةُ ” رواه أبو داود و الترمذي و قَالَ هَذَا حَدِيثٌ حَسَنٌ غَرِيبٌ . وَالْعَمَلُ عَلَى هَذَا عِنْدَ أَهْلِ الْعِلْمِ مِنْ أَصْحَابِ النَّبِيِّ صلى الله عليه وسلم وَغَيْرِهِمْ۔
و في الهداية: وإذا طلق الرجل امرأته تطليقة رجعية أو تطليقتين فله أن يراجعها في عدتها۔
