Ruling on two talaqs

Question:

I am seeking advice regarding a marital issue. My husband said Talaq to me twice within 24 hours (on 2 separate accounts). He argues that he was provoked by me and said it in anger. That it was not intended. He also said he has revoked the Talaq and wants to take me back. He has since apologised and insisted that it is
permissible that we can resume marital relations. I have had no menstrual cycles since the whole incident as it all happend less than a month ago.. I will be approaching my first cycle soon. I would like to know if it is permissible for me to resume marital relations and move on from this?

بسم الله الرحمن الرحيم

Talaq which is given out of anger is effective. Therefore, in your case, two revocable talaq have taken place. However, his revoking the talaq is valid and you’re still in his marriage as he revoked his talaq within the iddah (waiting period). Now He has the right of only one talaq. If he gives you talaq again, you will become permanently haram for him unltil you marry another person and the second husband divorces you.

فَإِن طَلَّقَهَا فَلاَ تَحِلُّ لَهُ مِن بَعْدُ حَتَّىَ تَنكِحَ زَوْجًا غَيْرَهُ فَإِن طَلَّقَهَا فَلاَ جُنَاحَ عَلَيْهِمَا أَن يَتَرَاجَعَا إِن ظَنَّا أَن يُقِيمَا حُدُودَ اللَّهِ وَتِلْكَ حُدُودُ اللَّهِ يُبَيِّنُهَا لِقَوْمٍ يَعْلَمُونَ۔ [سورة البقرة  229, 230]۔

و في الهداية: وإذا طلق الرجل امرأته تطليقة رجعية أو تطليقتين فله أن يراجعها في عدتها۔
